Although Plumas County has a long history in solid waste, it was not until 1978 that comprehensive solid waste plan was developed. The California Integrated Waste Management Act of 1989 redefined solid waste management. The law required the County to prepare a County Integrated Waste Management Plan (CIWMP).
Plumas County has established the following goals for the integrated management of solid waste generated within Plumas County:
1. Provide safe, efficient and cost effective removal of waste from residences, businesses and industry
2. Reduce the amount of waste disposed of in landfills
3. Assure the development of recycling, composting, waste transfer and disposal facilities which satisfy the highest established environmental standards and regulations
4. Provide for the safe and efficient handling of household hazardous waste and special wastes
