Hazardous Waste Generators (HWG)
If your facility possess materials that constitute being labeled "hazardous waste," then your facility is considered a Hazardous Waste Generator.  Materials that are toxic, corrosive, reactive, and ignitable are considered to be hazardous materials (22 CCR § 66262.11).  To ensure that each facility is doing its job to protect local residence and the environment, Plumas County Environmental Health inspects, educates, investigates complaints, and enforces the laws and regulations pertaining to hazardous waste.

BASIC NEED-TO-KNOW RESPONSIBILITIES:
  • Maintain an active permit through Environmental Health by keeping CERS up to date and paying annual fees
  • Clearly label each container of hazardous waste with:
Hazardous Waste Lable
    1.  The words "Hazardous Waste" 
    2. Contents of the container 
    3. Name and address of the generator 
    4. Hazardous properties of the waste 
    5. Physical state (e.g., liquid, solid, gas) 
    6. Starting date for waste accumulation
  • Maintain an active EPA ID number 
  • Keep accurate disposal records (manifests) for at least 3-years
  • Provide training to employees
  • Maintain employee training records
  • Maintain proper emergency equipment
  • Limit on-site storage to regulatory limits (22 CCR § 66262.11)
    • Large Quantity Generators ≥ 1,000 kg waste per month (~275 gallons), limited to 90-day onsite storage
    • Small Quantity Generators < 1,000 kg waste per month (~275 gallons), limited to 180-day onsite storage
    • Very Small Generator < 27 gallons , call Environmental Health for more details 530-283-635
  • Use only authorized hazardous waste disposal facilities
  • Select appropriate treatment methods for hazardous wastes
  • Whenever possible, eliminate, reduce and recycle wastes
  • Prepare a source reduction plan or checklist as required
  • Comply with all HMBP requirements


INSPECTIONS
To ensure that HMBP and HWG requirements are met and that the facility is in compliance with State and Federal law, the Environmental Health Department conducts routine inspections at all facilities that are HWG.  These inspections also assist in identifying safety hazards that could lead to an accidental spill or release of hazardous materials and allow the Specialist to work with facility owners on how to avoid hazardous release problems.
